yes, the problem with these office mansions are that they're exclusively hostile. The new Helsinki Sanomat building was proposed to be a public building. People are able to walk through the building on their way to other desinations. Problem is that its not as popular as the planners had hoped.

One of the reasons could be that there's business happening above. Everyone knows its the newspaper's building and there's this corporate atmosphere inside. So passing through the bottom isn't as welcoming because of its true purpose.

So then the goal of creating an office park would be to make it as public as possible. Secret dicussions would have to be done somewhere else. The park would be a welcoming place to take a break from working in a normal office environment.
